Sounds a little like the new requirements coming (if not already in place) for Fire and Emergency NZ.
Cameras looking out the front into the cockpit, data recorders, GPS tracking, OTT Audit system.
Hard for smaller operators to justify the expenses involved (heard the figure of $40k) for the system to be installed and certified. All to only possibly be used. Heard of a few operators who have just given it up.
