Adding Heli instructor to Aeroplane instructor

Does CASA give a credit for having an aeroplane instruct rating?
I can't see it in the cars.
In the US its just a standard rather than hours.
Canada gives a flight training credit and ground training credit
for having an Aeroplane instructor rating.

I'm applying to convert an FAA Heli instructor to a CASA heli instructor
and am wondering if my CASA Aeroplane instructor rating adds up
to any of the "training required being met.
It reads identical from aeroplane to Helicopter
with the exception of the helicopter specific manoeuvers.

After hours of searching what I thought was all casa air law docs

I resorted to Google and found a 2004
Civil Aviation Amendment (No. R38)
It appears to be out of date but provides some insight to CASA reasoning.
I searched the latest documents but may be another document CASA dont
put supply unless you specifically ask for it.

8 EXEMPTIONS
8.1 If an applicant for a flight instructor (helicopter) rating grade 2:
(a) holds a flight instructor (aeroplane) rating grade 1 or a flight
instructor (aeroplane) rating grade 2; or

(b) has held a flight instructor (aeroplane) rating grade 1 or a flight
instructor (aeroplane) rating grade 2 within the period of 2 years
immediately before the day on which he or she made the
application;

CASA may give consideration to reducing the 40-hour course of
helicopter flight instruction specified at paragraph 4.2 (c)

to a minimum of 20 hours flight time, of which
not less than 15 hours shall be dual
instruction with a Grade 1 flight instructor and

the remaining 5 hours
may be dual instruction with a Grade 2 flight instructor or mutual
practice between 2 trainee instructors.

8.6 If the applicant for a flight instructor (helicopter) rating grade 2 who
holds or has held an overseas instructor authorisation has received not
less than 40 hours of flight instructor training in helicopters comprising:

(a) dual flight instruction received in the course of training for the issue
of the overseas instructor authorisation which may include mutual
practice with another trainee instructor; and

(b) not less than 10 hours dual flight instruction from a Grade 1 flight
instructor at a flying school which has the approval to conduct
instructor training endorsed on its AOC;
he or she is exempt from compliance with subparagraph 4.2 (c).

It appears that CASA has a discretion to combine credits,
(a) Aeroplane Instructor Rating - apparently it assumes everyone
applying does hold or held in the last two years, a Class One or Class Two Aeroplane instructor
"Within the last two years" echos Transport Canada language.
It reduces the 40 hours down to 20 Duel and 5 Solo

CASA Seems to be looking for experience
CASA offers the same credit for having a foreign Helicopter Instrucor Rating but adds
the proviso, "Has received not less than 40 hours of Flight Instructor Training" in Helicopters.
That specifically knocks out FAA Instructor ratings as the US use 15 hours as the MINIMUM training
required.

Does anyone know if this amendment is still in force?
Are there other non pulbic documents in the CASA hard drive
that reveal more about what they use to guide their exercise
of discretion?
