The power plant was still producing power by the looks of the gouges in the earth where the M/R blades destroyed themselves. the dark side has a link to the vision/aerial view.

I'm pretty certain that it was a privately owned helicopter that Microflite was leasing for the fire season. It looks to be ata winery, so might be a private flight, not fire related with those markings on the side.
