SIZE- Mens US 9.5 'W' means Wide

I am usually a US 9.5 but these seem to be a half a size too big, I wasn't confused, these boots just fit a little bigger than normal.

Correct me if I'm wrong but I thought in us sizing 9 is 10.19 inches and 9.5 is 10.31 inches long and the width is denoted by a letter like E etc . 9.5 is my size but I've just got new boots !
