The only saving grace is that the actual manufacturers are starting to put geo-fencing into the firmware thus locking quads out of sensitive areas. They will also be adding height constraints as well very shortly. The micro ADS-B modules that I have mentioned in other threads will also add more knowledge of where these little quads are flying. Additionally there are now 100's of apps that show fly/no-fly regions and hopefully some will take notice of this information.
This is not the best fix but the industry will regulate itself quicker than the governing bodies, simply as a way to protect their own income streams as they are sitting on a cash cow. Sure there will still be thousands of these things flying around yet it is a start. Lets not forget that self regulation by manufacturers also defuses potential litigation issues from any wrong doing by operators.
About a month ago back in OZ I was walking in Rushcutters bay near the yacht club and one flew over and hovered for a while about 200 off the deck. I looked for the operator and then it flew off, back over New South Head Road and headed off to Paddington area. That was illegal in so many ways, yet if it had fencing and BVLOS firmware constraints it would never had happened. Both nothing to do with FAA or CASA but the manufacturers can quickly address that.

AirMap has announced that commercial drone operators can now request automated authorization to fly in controlled airspace near select U.S. airports using the AirMap iOS and Android applications.
